I run into my neighbor occasionally and he always says hello smiles and waves. Lately i catch him staring at me. He is really nice and I am becoming attracted to him. He has a girl though which I would never interfere with their relationship. I The more I see him I feel a connection towards him like I have known him forever. If he has a girlfriend I don't know how you could make a direct move without it being awkward. You could plan to do more things with him as friends in a group and see if anything blossoms from there.

Maybe ask him for help with something like your cooler then just make conversation and smile a lot.

I wouldnt bother if he has a g/f, otherwise you may end up being the pregnant honey on the side while he is spending his honeymoon with her in Hawaii.
