i would say they are qulified, but i would also remember thier history when listening to their advice. they may have learned from their mistakes of the past, and can help you!
I guess they are, if they can see their own failings in a relationship. Its better than advise from those who have never been in a relationship at all.
Advice no, I have a tonne of what not to do's in my list. But I have yet to figure out the 'to do's' Either way sometimes it's good to get an outside opinioin. It's just advice after all, you don't have to take it at 100%

I would say less qualified. If they're unable to continue a relationship, no one should be taking advice on relationships from them (unless they advised person goes and does the opposite).
anyone can be qualified to share their thoughts on sometihing... you see, advice are merely guides. It is still depends on the person what to do in his life... however, as they say ';experience is the best teacher';
Experience is experience, good or bad... the more you get things wrong, the more you learn from them.. at least then you can tell people what not to do!
